Copeley was a policeman in Jersey City; involved somehow in a controversy called the Whiskey Frauds or Distillery Frauds abt 1866.

NEW JERSEY INTELLIGENCE

Jersey City

THE DISTILLERY FRAUDS—FURTHER ARRESTS—Frank G. Brown, whose case has already appeared in the HERALD, was brought up for examination yesterday morning before Commissioner Jackson.  Counsel for the defence made a proposal that his client be accepted as evidence for the State, in which case he would open up gigantic frauds in this State and New York, which was accepted, and Brown was held to bail.  The court was then cleared, and Brown unbosomed himself without reserve in the hearing of Detective Nugent.  Shortly afterwards warrants were issued for the arrest of James S. Madden, a liquor dealer of this city, and Copely Cottrell, his salesman.  From the nature of the disclosures these arrests are only prologues to the raid which will be at once executed by the authorities on all the parties who played in so hazardous a game.
